### Conditions of Employment

- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you
are eligible for military membership, please contact a National
Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in
a compatible military assignment in the employing state's
National Guard, required prior to the effective date of
placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes
concurrence with these requirements as a condition of
employment.
- Applicants who are not currently a member of the National Guard
must be eligible for immediate membership and employment in the
National Guard in the military grade listed in this
announcement.
- Males born after 31 December 1959 must be registered for
Selective Service.
- Federal employment suitability as determined by a background
investigation and may be required to successfully complete a
probationary period. A Secret security clearance is a condition
of continued employment of this position.
- Participation in direct deposit is mandatory.
- Required to handle and safeguard sensitive and/or classified
information in accordance with regulations to reduce potential
compromise.
- The incumbent must meet the Defense Acquisition Workforce
Improvement Act (DAWIA) requirements applicable to the duties of
the position IAW DoDI 5000.66 paragraph E2.2.8.
- Contracting Level I required for entry and Contracting Level II
required within 24 months of assignment. Failure to comply with
the required certification within 24 motnhs of placemenet will
be basis of removal from employment.
- In accordance with the Ethics in Government Act, 1978, incumbent
is required to file an OGE Form 450, Confidential Financial
Disclosure Report, upon appointment and will be required to file
annually.
- Loss of military membership will result in immediate loss of
your full-time military technician position.
- In order to achieve compatibility prior to effective date of
personnel action, individual selected must be eligible for
military assignment to a paragraph and line number in one of the
following AFSC: 6C0X1.
- If selected for this position who is not qualified in one of the
mentioned AFSC, MUST submit to HRO, before date of appointment,
the correct military paperwork/application to attend the
technical training school required to be AFSC Qualified
- If selectee fails to process the school application and does not
successfully graduate from the school, he/she will be terminated
from the technician program for failure to meet the
compatibility standards and receive a 30 days notice of
separation.
- Must complete the Contracting Apprentice Course and have the
applicable and compatible military skills for the AFSC 6C0X1.
Failure to comply with the required certification within 6
months of placement will be basis of removal from employment.
- Continued employment in this position is contingent upon
satisfactory completion of the mandatory training specifically
identified for the position.
- In order to qualify for the above mentioned AFSC(s) you must
comply with mandatory entry requirements contained in Air Force
Enlisted Classification Directory (AFECD) and/or Air Force
Officer Classification Directory (AFOCD), as applicable.

### Qualifications

**IMPORTANT INFORMATION:**
This position require military membership in the Puerto Rico Air
National Guard (PRANG). **If you are not a military member of the**
**PRANG** (i.e. member of the PR Army NG, civilian, active duty
Airman, prior service, Airman member from another state , reservist,
IRR, State Guard, etc.), you must contact the ANG Recruiting and
Retention Superintendent (RRS) Office at 787-###-#### Ext 1713 or
787-###-#### o request the PRANG Military Basic Requirements (MBR)
Certification. **If the MBR certification is not submitted, your

**AREA OF CONSIDERATION: Department of Defense Priority Placement
Program (PPP) must be cleared prior to advertising all internal and
external job vacancy and promotion announcements for Title 32 and
Title 5 excepted service positions.**
**Area 1** = All permanent Enlisted employees (NG T32/NG T5) within
Puerto Rico Air National Guard.
**Area 2** = All indefinite Enlisted employees (NG T32/NG T5) within
Puerto Rico Air National Guard.
**Area 5 =** Enlisted members of the Puerto Rico Air National
Guard.
**Area 6 =** Applicants who meet all requirements to become a member
of the PRANG.

**To prevent a grade inversion, military rank allowed for this
position will be determined at the final evaluation of the vacancy
announcement considering the military rank of the supervisor.**

**DUTIES:**
As a CONTRACT SPECIALIST (D2269000),GS-1102- 7/9/11, you will
perform developmental assignments which are designed to provide the
member, who is serving in a developmental capacity, experience in
pre-award and post-award functions when they are well-defined and
well-precedented, using common contracting methods and contract
types, to procure standard or specialized services, commodities,
and/or construction through formal advertising and negotiation
procedures using primarily firm fixed-price contracts. Provides
business advice to the customer.

**Physical Demands:** The position requires visits to construction
sites on a regular basis to check work progress, inspect for
compliance with contract provisions, evaluate claims pertaining to
changed site conditions, and resolve differences. Site visits
require agility in walking around machines, moving equipment, and
construction in progress, and may involve bending and climbing.

**Work Environment:** Subject to moderate risks which require safety
precautions while visiting construction sites. May be required to
use safety hats, glasses, breathing apparatus, and boots during
on-site visits.

**IMPORTANT INFORMATION:**

**MINIMUM EDUCATION REQUIREMENTS:**

authorized to grant baccalaureate degrees.

2. At least 24 Semester Hours in any combination/restricted to the
following studies: Accounting, Business, Finance, Law, Contracts,
Purchasing, Economics, Industrial Management, Marketing,
Quantitative Methods, or Organization and Management.

**GENERAL EXPERIENCE**: An applicant must have a validated
understanding of the basic principles and concepts of the
occupational series and grade.

**SPECIALIZED EXPERIENCE:**
**GS-07**: Must meet positive education requirement. Candidate must
have an understanding of the basic principles and concepts of the
National Guard Procurement business and/or contracting program
requirements and certifications. Applicants should have experiences
and training that demonstrates the ability to follow directions, to
read, retain, and understand a variety of instructions, regulations,
policies and procedures. **As a condition of** **continued
employment in the GS-1102-07 positions, employees must complete the
Contracting Apprentice Course within 6 months of appointment and the
Level One Certification within 24 months of appointment to their
positions.**

- **NOTE:** Those Dual Status Technician applicants, who have
already completed the Contracting Apprentice Course and were
awarded the applicable and compatible military skills (ANG
Enlisted AFSC 6C0X1) are considered minimally qualified for the
GS-07 position. (Copy of the completed Contracting Apprentice
Course may be submitted with your application.)


**GS-09:** Must meet positive education requirement. To qualify,
candidate **must have Contracting Level One Certification awarded
and must have at least 12 months** of functional contracting
experiences and competencies that provided knowledge of contracting
principles and procedures to include the following business:
Procurement in Pre-Award and Award Contracts; Simplified Acquisition
Procedures; Small Business Socio-Economic; Delivery Order / Task
Order; Contract Administration; Government Purchase Card program.
**As a condition of continued employment in the GS-09 position, the
employee must complete Level Two Certification within 24 months of
appointment to the position.

GS-11:** Must meet positive education requirement. **To qualify,
candidate must have Contracting Level Two Certification awarded and
must have at least 12 months** of broadening contracting experiences
and competencies that provided full working knowledge and skill in
contracting principles and procedures to include the following
tasks: Procurement in Pre-Award and Award Contracts, Simplified
Acquisition Procedures, Small Business Socio-Economic, Delivery
Order / Task Order, Contract Administration, Purchase Card
program.

**Note: Copy of the Defense Acquisition Workforce certificate, via
CAPMISS or ACMS, must be uploaded with your application order to be
